UK Local Authorities Intend to Dispose of Community Hubs and Sports Centres to Manage Finances

According to a new poll of local authorities, UK councils are planning to sell community centers, sports centres, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.

Increasing Fiscal Challenges Prompt Asset Sales

A coalition of councils representing major urban areas in the UK stated that 60% of councils are planning to sell assets to meet the escalating costs of adult and children’s social care.

Councils have previously come under fire for selling public land and open spaces to support their budgets, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition said that a high proportion of authorities attempting to generate funds from a fire sale of assets marked “a distinct shift from 2024, when the largest share (60%) of local leaders stated they would prioritise service redesigns and using savings to manage increasing fiscal pressures.”

Detailed Cases of Planned Disposals

One local authority in Kent announced its property management strategy included the disposal of a retail complex in Rainham and a social club in another town to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties held in two English counties, which all generate rent for Medway council, will also be disposed of under the strategy.

Local Levy Rises and Wider Fiscal Strains

This research of local authorities in the key cities group, which covers several urban centers, further found that more than 70% of authorities will need to increase local levies next April to cover the growing cost of core provisions, increased rates of homelessness, and a persistent housing shortage.

The authority said it will proceed with property disposals after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but some of these take time to deliver both better provisions and financial savings,” said Vince Maple.

He added: “There are demographic pressures which will persist to add to the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Trends and Projections

A survey of regional authorities this week also found local finances being strained by the increasing figures of young people and adults requiring Send support.

The County Councils Network said that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they struggle to manage increased demand.

Ministers have delayed planned reforms to the Send system until next year after a policy document setting out those reforms has been postponed.

Disadvantage and Financial Shortfalls

Based on the most recent deprivation measures (the Index of Multiple Deprivation) for UK local authorities, many key cities members were included in the most disadvantaged in the country.

  • “Member cities like several major towns place in the top 30 across the country under the 2025 IMD measures,” said the report.

“Although only one key city is in the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of England. The data underscores the extent of challenges facing municipal officials across major urban centers in the coming year,” the analysis added.

“Local government leaders have been explicit about the need for a equitable and lasting financial structure that reflects and addresses the actual extent of disadvantage and need,” said Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which essential services to fund, and which to cut, to the disadvantage of their residents.”

One in five of local authorities have reduced or weakened care services in the last year, the survey revealed.
